Debate: Facial recognition and law enforcement: technology and policy
Recent and notable advances in facial recognition technology have led to expanding calls for its use in law enforcement, in the commercial world, and in protecting national security. Policy and technology issues have emerged, especially in connection with law enforcement adoption of facial recognition.
The speakers will debate the issues and offer their insights on potential solutions.
As Senior Director of Business Development in Qualcomm Cyber Security Solutions (QCSS), William (Bill) Maheu is focused on developing business strategies for cybersecurity solutions, bringing biometric products to the Government market (including ultrasonic fingerprint products) and enabling government use of Qualcomm commercial technologies.
Prior to joining Qualcomm in 2008, Maheu was a member of the San Diego Police Department for 28 years. During his tenure with the department, Maheu held many assignments, including commanding officer and executive lieutenant of the Special Weapons and Tactics Team. He also directed several major projects, including the 2003 Super Bowl, the 1996 Republican National Convention, the 1996 Presidential Debate, the development of the Psychiatric Emergency Response Team, and the development of the Homeless Outreach Team. Maheu rose to the rank of Executive Assistant, Chief of Police. His responsibilities included the department’s day-to-day operations, its $400 million budget, the Professional Standards Section, Intelligence Section, Interoperable Communication and Information Technologies.
Maheu graduated from the University of San Diego with a Bachelor of Arts degree in Psychology. He is a graduate of the FBI National Academy and Police Executive Research Forum’s Senior Management Institute for Police. Maheu and his wife, Jane, have been married for 35 years and live in San Diego, California.
